Are you providing enough development to the people you lead so that they can effectively carry out your mission?
You absolutely cannot afford to cut back on training. Find ways to increase the development opportunities you provide.
The fear that people will leave with the new skills is unjustified. Most people stay with organizations that care about their long-term development and viability. They leave when you you do not provide them opportunities for growth. Keep their skills up to date, and they will keep you afloat.
